Samuel Hoar, Jr. of South Burlington will be appointed to serve on the Vermont Superior Court replacing retired Judge Patricia Zimmerman. He will be sworn in by Governor Peter Shumlin March 26, 2014. 

Hoar has been a director and partner of Dinse, Knapp & McAndrew, P.C. since 1992 and a  civil practitioner with the firm since 1987.   In addition to other civic activity, he is a past president of both the Vermont Bar Association and the Vermont Bar Foundation which funds pro bono legal services.  He has been a leader in promoting access to justice for underserved Vermonters, most recently serving as co-chair of the Bar Foundation’s Access to Justice Campaign. He has also served as a member of the Vermont Supreme Court Civil Rules Advisory Committee and its Jury Policy Committee.   Hoar was the founding Chair of the Vermont Bar Association’s Roundtable on the Profession.  

In a release from the governor’s office, Gov. Shumlin said  “I know Sam understands the challenges Vermonters face when they find themselves in front of a judge, and I am confident his talents will add to our proud judicial tradition in Vermont.” 

“I am thrilled and honored that Governor Shumlin has given me this opportunity to serve,” said Hoar. “Participation in our legal system for Vermonters is often difficult and expensive, and we must be vigilant to protect access to justice for those who most need its protection.  I look forward to working with members of the judiciary, lawyers, advocates, and my fellow Vermonters to ensure our court system keeps the promise of justice for all.” 

Hoar graduated in 1980 from Dartmouth College and in 1985 from Boston University School of Law.   He served as a judicial law clerk to Hon. Bailey Aldrich on the United States Court of Appeals for the First Circuit.  He and his wife Eve live in South Burlington and have two children.
