After 12 years on the South Burlington School Board, Richard Cassidy, chair, announced May 20th that he would be resigning effective June 30, 2013. This leaves the board with the challenge to fill not just an open seat, but that of the chair. The position runs from July 1, 2013 to March 4, 2014.
What are the responsibilities of the board?
The South Burlington School District is governed by a 5 member school board which is responsible for the education of 2,400 students, employs more than 500 staff members, and oversees a $43 million dollar annual budget.
Some of the board responsibilities, in brief, include; creating a vision for education in the community, establishing policy parameters to carry out the vision, monitoring progress towards that vision, developing and adopting a budget to support the vision and assuring sound financial oversight, hiring/working with a superintendent to provide leadership and to manage the district, and engaging the community in supporting the education of its students. In addition, the board fulfills legally mandated responsibilities.
According to the Vermont School Boards Association, boards also “have additional specific duties that support the overall operation of the schools. In a number of areas around personnel issues or student-specific concerns, the board often serves as a quasi-judicial board to resolve disputes if they are appealed after action by administrators. Additionally , boards are the entities that are authorized to collectively bargain contracts with school district employees.”
Applicants should also consider the time commitment, as well as being well versed in board responsibilities. School Board meetings are scheduled for the first and third Wednesday of each month and generally last three hours. Additional time is required in preparation for meetings, serving on sub-committees, and engaging with the community. Several special meetings are also scheduled throughout the year.
